"Awaiting paperwork" status

As you might imagine, for countries with strict home player thresholds, it can be interesting when foreign players get citizenship. My Ghanaian player has spent five years in Malaysia and has been under an "awaiting paperwork" status for the whole past year (>300 days...). Either FM is so realistic that it reflects the administrative bureaucracy of some developing countries, or there is a problem I might be able to fix. Any thoughts? Thanks in advance.

This is actually a bug - when he is in the national pool for a higher rep national team, all progress towards him getting an additional nationality will halt. Would be neat to make a bug report on it, I was just too lazy / would not think SI will do anything about it.
