Why is my player turning down a club like Atletico Madrid?

I'm playing as Norwich and we just got relegated back to the championship (realistic). One of my defenders wants to leave because of this. An offer is accepted from Atletico and he's rejected it.

How is this possible? What player in the championship would turn down a club like that even if they didn't want to leave, let alone a player who actually wants to leave the club.

Is this a known issue? It's ridiculous things like this why I use the editor.

It could be based on what game time he is being offered.  If he was playing every week and has only been offered only fringe/backup or equivalent, this may have had an impact on his decision.

Or they've offered him less money, or less money than he wanted.

I've just had a transfer-listed player turn down two moves because I assume the clubs were either offering worse game time or rubbish wages.
