silten
Wingers would be discouraged to pass if they were set to run with ball often, cross often and short passing. They'd be looking to get into a crossing position with ball and with few passing options available in range would pass very rarely. Obviously, it depends on the strengths of your team, but if you want the wingers to be more willing to pass, reduce the run with ball to mixed, cross to rarely/mixed, depending on the qualitities of your attacking players and up their passing to direct. Reduce their creative freedom, too. They should then look for a pass when receiving the ball, unless there's space to exploit.
philipv
It also be because your wingers are becoming isolated. If you have them on forward runs often, have you tried reducing it to mixed?
