Is it possible to add a regen to an existing save game ? also ,what is the max PA?

Hey guys,wanted to know if it is possible to add a regen to a saved game,instead of adding it to the database,and also was curious if the maximum PA is 190 or is it 200,210? thanks

You cant but you can always edit a regen that is allready in the game>BTW maximum PA is 200
