It never becomes permanent even if it does say "natural"... you have to keep retraining him. Seems a bit silly I know, but I think they wanted a clear difference between 18/20 which is "accomplished" and 19/20 which is unnaturally "natural", as only soom players can reach 19/20 for a retrained position, most players can only reach 18/20.
