Does this guy have a place on my team?

I don't think he has the aggression to be a BWM but maybe the playmaker. Hardly elite in that role and it seems a bit of a waste -

If you're going to keep him at wingback you might try the PPM "Knocks ball past opponent" to make up for the lack of dribbling -
The benefit of having 2 RAM DIMMs is that it will run in dual channel, increasing memory bandwidth (the speed data is transferred from storage to memory or memory to the CPU) which will impact performance. The benefit of having 1 DIMM is that you can add a second one in the future without getting rid of the one you already have. RAM is cheap at the moment and the chances are you won't get around to upgrading, so I'd personally be inclined to choose 2 DIMMs.

There has been quite a lot of coverage recently in the tech press about numerous 13th and 14th gen Intel CPUs failing due to an error in their microcode feeding the CPU with too much voltage. For the moment I'd personally avoid Intel CPUs from these generations. AMD equivalents are Ryzen 7000 and 8000 CPUs, which in many categories are superior to the equivalent Intel processors in any case. Both manufacturers are bringing out their new generations soon, so it may even be worth waiting to see what value they offer.

Looking through Canadian Ebay, you ought to be able to find an 11th gen i7 class laptop on the used market, so I'd suggest aiming for that. It will be somewhat faster than what you've been looking at, but importantly that was when they brought in better integrated GPUs which might allow you to play in 3D (for FM24 at least) if you turn down the quality settings. It would also make it more capable for photo editing, though you'd likely still struggle with video editing unless they are small videos.

Most laptops with dedicated GPUs are gaming laptops and it's likely that FM25 will benefit from if not require a dedicated GPU. However, the next gen of AMD laptop processors are expected to get upgraded integrated GPUs which could well be more competitive. It might therefore be worth waiting until laptops using them are released later this year. By that time we should also know the required specifications for FM25 so you can buy with more certainty. If you do need to buy sooner, I would be inclined to follow @kevhamster's advice.

I would support @kevhamster's suggestion, though I thought I should mention that if you are creating videos for Youtube regularly you may benefit from a more powerful GPU to get them done a bit faster. It should also improve things for GTA. I reckon you could add player value, age and average rating for the last year to this to generate recommendations for players to sell

There are a couple of things to consider. In the US there is often sales tax which isn't mentioned on ticket prices, so the cost may be higher than you see quoted. Depending where you're from the keyboard will be different. The power supply will have the wrong plug which may or may not be able to be resolved with a new power cord. Finally, unless you want to post your laptop back you won't have a warranty. Personally, I'd buy a laptop locally every time. Re the 14" laptops thing, depending on specification they will perform similarly to bigger laptops. The main compromise you have with them these days is that they can be noisier if put under sustained load and they may be more susceptible to dust blocking cooling. Secondly there is generally less connectivity, though for gaming that's not usually a big issue. Of course, there is also a price premium for having the same configuration in a smaller package.

The top one is most performant, but might be overkill, depending on the requirements for FM25. It would be a good choice though. The Ryzen laptop is also worth considering as it has a more capable iGPU which means you could use that rather than the 4060 when away from a wall plug, giving better battery life.
