Hate to be negative, but if anyone thinks this will be completely fixed in this edition, I think they might be sorely disappointed.

A game breaking issue and I'm holding out on buying to see if it's fixed first. I've got a long term save on FM19, and although some attributes are too heavily represented, it's nothing like this. Big disappointment.

Does the excessive pass completion rate render the passing attribute useless then? Or is it a problem mainly with defenders passing around the back?

It does sometimes. I recently had case with Juan Mata, as free agent. I was at Zvezda (Serbia, continental club reputation, group stage of Champions league). I offered star player status, 2,1 millions of salary, 800K fee on signing + bonuses. He signed for some club from Qatar (both, club and league have lower reputation than Serbia/Zvezda and I wont even compare Asian CL to European) for 1,3 millions of salary, 350K signing fee and half of bonuses I offered.
It's just makes no sense though. Really frustrating and you wonder what the point of all the variables are if the AI just does what it likes anyway.

I was battling to sign a free agent as Leicester.
Offered the player 60k a week, 2.5mil signing on fee, 500k agent fee, first team football, all of my bonuses were higher.
Stoke offered 31.5k, rotation squad status. They also have lower reputation than my team (checked in editor).
As we all know, footballers all want to play for half the money while being promised less football.
Why does this happen?

I noticed this too when holidaying the first season. Over 3 different saves, not a single player in any of the leagues from PL to Vanarama had scored a free kick.
This was also in addition to there being very few penalties, which was 1/3 what you see from real life stats.

Having holidayed 3 seasons (across 3 different saves), I have noticed the number of penalties awarded is very low.
Using the premier league as the example, but the same was found in all other leagues loaded.
Season A: 33 total - Liverpool most with 4
Season B: 26 total - Liverpool most with 4
Season C: 29 total - Aston Villa & Brighton tied on 4
Statistics from the PL in real life generally show 80-100 penalties awarded per season.
This might explain why players like Harry Kane rarely manage to hit 20+ goals in the league, due to the fact these chances at the spot are not occurring.

I have holidayed through 2 seasons and Liverpool lead the league with 4 penalties taken. Seems far too low.

Yeah, the same thing has been posted in the Brexit thread. Maybe keep your eye on that thread as they are trying to come up with solutions. Hopefully there will be a fix at some point.

Well, I hope I'm wrong, but unfortunately yes. They've done their data development work and now it's about fixing bugs. This seems like a major issue which is not just simply fixed by toggling down some sliders. Let's also not forget that this has been an issue for a long time in FM - long term attribute development has always been favourable to physical attributes, but it still had a good enough improvement in the technicals. Now we're at an extreme version of that, where technicals are barely improving at all. Why would anyone be confident that this will be fixed when the issues before haven't been resolved?
