I can confirm this has not been resolved but there's an easy workaround to selecting your U21s and U18s tactic from a drop-down menu (it still works).
Just follow these steps:
1. Make sure you delegate all training (global and individual) for the U21s and U18s to your youth team staff (this will make the fast access icons to the left of the main screen disappear).
2. Make sure you have the desired tactics as an option for your first-team squad in your main tactics screen.
3. Through your development center screen, acess the tactics screen for either your U21s or U18s. There you will see a simplified tactics menu with a drop-down option with all the tactics that are available to your first-team. Select as you wish.
4. Now you can revert to manually training your U21s and U18s and the selected tactic will be the default for those squads, even if it doesn't match your first team's.

That is clearly not true, as you can see by merely looking at the first screenshot. They have already met the homegrown quota (8 out of 25 registered) and yet they leave players unregistered. In real life, Liverpool and Chelsea had absolutely no problem in registering every player in the squad, but not in FM. Clearly a bug.

This is not a bug. Stop crying. If you don't like your players being injured, use the in-game editor to heal them and cheat. Goodness me...
By the way, I have opened a feature request for 1:1 injuries that actually simulate real-life and I see there are other players also requesting this. I really miss the old times.

Fortunately, I have been able to solve the problem by uninstalling and reinstalling the game. Now the FPS are optimal on very high quality on every view in the match engine.

I've just started playing the full game after holding off from playing the beta. Just finished pre season and not one AI team made a substitution. This despite very tired players in the first eleven. What's worse pre season is the time managers make many changes. I'm afraid this is a game breaking bug. There's no incentive for me to continue playing.
I cannot understand how you can release a game in this state. Also why was this area a headline feature? Think you should refund everyone who wants one and release the game when it's actually ready.
Yes, this is a game-breaking bug. Also the tendency of the AI to substitute the substitutes borders on ridiculous and kills all the immersion.
Moreover, I've noticed that the game has gone from never giving a chance to youth players to throwing away cup competitions puting five or six random younsters in there while descarding first-team members that actually need game time. Is it so hard for the AI to pick one or two top talents and give them some minutes without throwing away competitions? It's the same in the Community Shield, by the way.

Same issue here. Never happened before. Five-star graphics performance and high-end desktop computer with latest drivers yet the match engine is stuttering and with a very poor FPS in every view (even 2D).

Yes. I have replicated the bug and apparently it happens all the time with Petrovic and Adrian (probably with many more players). The files are uploaded as follows:

That's not necessarily poor squad building but unrealistic squad management. That's a known problem along with AI manager substitutions and yeah, I agree it ruins the game in its current form. Just another case of SI actually going backwards from last year's version.

Squad building has indeed improved as far as I can see (specially in the building of U21 and U18 squads, which is FAR more balanced and realistic now, with every major team actually having enough players there), but it's not nearly perfect yet. For me the deepest concern is teams sending so few players on loan. The numbers are ridiculously low. Also, teams tend to have overbloated squads, specially at sub-top level. As far as I can see, they don't get rid of enough free agents at the end of the season, instead keeping players that they will never use. This affects player development because it makes the young prospects less desirable.

Please, fix this bug as soon as possible. It's killing the game for me. The AI either does not make hardly any sub or keeps subbing off players who have just entered the pitch (see picture).

There are managers in real-life that also tend to do that. The problem has more to do with lack of rest.You can read this article on how the human player can use the Rest tab in Training. The AI should be able to replicate this.

Injuries are way less than real life. Use the in-game editor if you want to cheat.

Known issue. The game has been pretty unrealistic injury-wise in the last editions. That ruined the immersion (just play a quick game in FM13 Classic Mode and compare). Let's hope they increase the number of injuries by 25-30% in order to make it more challenging. Players who complain can use the in-game editor to heal them anyway.

Stop complaining about this in a simulator. Look at the real life injury tables. The game has already too few injuries. If you want a non-realistic game, use a cheat code or the in-game editor.

I think this is a major issue for several years now. The AI just doesn't do a proper planning of their Youth and B-teams (they are either too short or too large, with too many overage players and very few loaned players compared to real life). This in turn affects player development everywhere.

As a veteran player, thank you for pointing this out. We need much better AI squad building, we need top AI managers that really push the human player, we need the difficulty and realism back in our game. If they're not going to do it, at least allow a difficulty level with realistic injuries and hardened AI.

As a veteran player who has stayed loyal to the game, I believe Sports Interactive should really reflect upon the state of the AI before adding new features. I've found squad-building particularly flawed this year. As an example, AI squads (specially in the biggest teams) are incredibly big, with as many as 8-10 non-registered players.
The AI squad-building suffers particularly with players aged 21-23 who are no longer useful for the U21 team yet don't have the quality to be considered for the first team. Simply put, the loan system is broken, as nobody has interest in young players from big clubs, and clubs find it impossible to offload these players.
The reality of professional football is that managers would rather have small squads, with two players per position and maybe 1-2 emergency backups or hot prospects. Yet the AI often throws in squads of 30-35 players who are totally unmanagable and unrealistic (just have a look at Man City's squad from the second season onwards).
I know this kind of worked fine at some point in the past, but somehow this year's edition has gotten it totally wrong.
