FYI, the transfer was finally cancelled after the window closed so obviously it is a bug. Hope it will be fixed soon

stf620 posted an issue in Transfers, Scouting, Contracts and Intermediaries

My player Placheta failed to move to Sheffield United after his work permit was denied on 17th July. However I don't have any option to cancel the transfer or offer him to another club. The status is still "awaiting permit for Sheffield United move" , it's been 3 weeks since the permit was denied.
