He certainly seems to want to be a regular starter at least and that may be why he didn't sign.

That type of error code would normally indicate either a hardware error or a software conflict, but it is unlikely to be directly related to FM. Try doing a deep search on Google.

If you are going to throw accusations like that around, you do need to be sure of your facts before doing so. SI have indicated on these forums multiple times that there is no imbalance between the AI and the human manager. If you are looking for help in the Tactics forum and other users offer their opinions, there is no issue with disagreeing with their input. Saying that they are telling lies is not acceptable and will mean that others will just refuse to assist. You also have not posted a tactic so others are not able to help without a lot more information from you.

Late to finding this skin but kudos to all the creators for the end product, which is up there with the best of FM 24

If, as you say, you are losing a goal in the first 10 minutes of every match, what have you, as manager, done so far to stop this happening?

It is also worth remembering that just because a player is eligible for citizenship in a new country, doesn't automatically mean that they will apply. Some countries do not allow dual citizenship and make the player give up their initial citizenship if they want to apply for another. The player would also have to consider what advantages there would be for him to get citizenship as well as the advantages for the club.

To my knowledge, there have never been official tournament updates mid-cycle, so that may be because of licensing or even that implementation is not commercially worth it.

At this stage in the FM 24 cycle, there's little likelihood of any further official update
