When searching for players for lower levels, how do people get past only the top players showing in the scouting center? Even with the interested in Transfer and Loan ticked?

[Squad Dynamic introduction interview]

Hey,

I've just had my squad dynamics interview,  I introduced myself  and answered all the questions, at the end it prompted me to go to the summary screen and when pressed it goes to my squad screen instead. From that screen it says that I must respond and it takes me back to the dynamics interview and just cycles through this over and over. Not sure if I'm being silly or it's a bug
