I don't know how any game would fare based on specs of the computer alone, but that processor is similar to a 2nd generation processor, and we are moving into the 8th/9th gen of processors.
However, it is above minimum spec so should be ok. It would depend on how many leagues and database size that you load.
What kind of processors should I be looking at?

Will be using it mainly for college work (computer science) and football manager in my downtime.
Want something that will allow me to play fm at a decent speed, will this be good enough?
Open to other suggestions, budget is around 1000
