AI teams cant adjust between transfer budget and wage budget!!!!

the ai cant adjust the slider between transfer budget and wage budget ... in my save im man city and i tried to sell or loan out foden .... psg seemed interested but didnt want to pay his wages ... and would only pay 10% of his loan wages ... that seemed weird to me as psg is filthy rich ... i added a manager to psg to see whats happening ... and i saw the have 300 mil€ transfer budget avalible and -100k or something like that in wages ... this is game breaking so please fix as soon as possible ... p.s. when i adjusted their transfer budget and wages to positive value and retired the manager ... they were willing to buy foden for 30mil ... and loan offered 100% of the wages ... so this is just a sad thing to see at the end of a games lifespan to be found as a bug as said its one of the most game breaking thing i saw in a long time ...
