[FM 21 other team cant register players]

I’ve got this problem as well with my save in the Philippines! (Added through the pre game editor). The AI teams don’t register there teams until the summer transfer window a third into the season. Every single year the same thing happens. Tried to takeover another team and register there players and withdrawing after the registration deadline but some players still got unregistered.
