btw I don't have this problem in the fm 2020 editor...

I'm editing the Belgian leagues and want to add parachute payments, i searched online and normally its an option in relegation/promotion. I don't see the option in my editor, in fact i don't have the option to add any new rules. I can only edit existing rules to the league. Can anybody help me?

i don't know how to add parachute payments, I can't add any new rules in my league only edit existing rules. How can I enable unused rules?
