Back in FM21 we could look at other teams' in-progress transfers by going to Other Team -> Transfers -> Transfer Center

Is there a way to do this same thing in FM24?

I see a "North To South Regional Groups" rule available. Is there an East to West equivalent? I see "Regionalize Groups", but I assume that isn't necessarily East to West.

Yes. The easiest way would be to do all of your database chance for both leagues, then use "save as" to create a second version and do one nation rules in each version. As long as all the database changes are identical in both files, it shouldn't duplicate anything.

Sounds a bit cursed, but that should do. I assume that if I change one of the two databases I can merge the changes into the other ruleset as well.

Hello, Let's say we have Teams A and B in Leagues X and Y, respectively, in two different nations (and thus two different rulesets). Is there a way to arrange a database without the In-Game Editor such that Team A can have a relationship with B (Rivalries, Affiliations, Loans, etc.)?

I find the challenge with this to be that if we have the two teams in the same database, we can't have both custom leagues with the teams integrated in. Meanwhile, if I build the two teams in separate databases so that they will be integrated into their corresponding League System, then I would have to rely on the In-Game Editor to make the connections between the team (which can become entirely impractical if we are talking about dozens-or even thousands of connections when we include players, staff, etc.).

As I am asking in the title.

The hypothetical nations would most likely be Italic in nature, and those three nations are closest without being Italy proper.

I know San Marino is a popular choice, and Malta seems semi-popular. Monaco seems rather rare.

Maybe Qualification rules will help you out? Perhaps helpers as well.
Austria has a system where they pick Qualifiers out of a mix of both the Upper and Lower group; might be able to reference that

I don't believe that is the case, because IIRC Russia's id is banned via hardcode.
This FM23 mod, for example, had to transfer everything from Russia to the Soviet Union in order to put them back into UEFA Continentals: https://steamcommunity.com/sharedfiles/filedetails/?id=2886950813
Though it's not impossible that someone in the SI Russia wanted to double-ban Russia, or something.

I don't believe it's the UCL changes either, because I don't think this problem existed in FM21 with the start of the ECL?
