Simply because that's one way to combat Intel current instability problem until they get a Bios Update out for it. For those that don´t know the I9 13900KS can draw up to 340Watts constantly at full Power. But that doesnt mean it would perform at a +100% its more like 15% - 25% more performance I would get out of it if I were to open the PL1 and PL2 all the way.
