    In the Brazilian league, the teams are not licensed, but the players are licensed. How does this happen? I know that players in the Brazilian league are not included in FIFPRO.

    There isn't any actual data or research issue raised here. In general though the Data/Research section isn't set up as somewhere to query why X is Y in data terms. It's to offer the chance to provide an opinion on the data and make a case for why it should be that way in-game.
