Signing new staff

Our of interest, what happens if you try to sign an assistant manager who doesn't have a club already?

Just to add to this, I'm having a similar issue signing scouts. It works fine for those out of contract but as Arsenal it's very difficult to get any good scouts in if they already have a club. I've been turned down by scouts at the likes of Southampton and Leeds, often stating their current clubs standing in notable competitions, even after almost getting relegated while I'm back in the champions league a season in. I also regularly see scouts saying their current club has a bigger reputation when both clubs are 4 star or even when they're at a 3.5 star club. On the other hand, I've been able to sign a couple of scouts from Dortmund and Milan so bigger clubs than the ones rejecting me, just seems pretty inconsistent.
