had a similar issue made 3 subs at  roughly 60 mins then had  0 subs left in a prem match

You can make 5 subs from 3 stoppages in line with the rules. So you would need to plan on doubling up on certain stoppages if you're looking to use them all. If you're encountering issues still when making them across the three stoppages then we can look into this further.
