Can't upgrade youth facilities

Yes it seems so. I haven't been able to get any youth facility upgrades for over a year in my save created after the last update. The option to ask for it don't appear. Let me know if you need my save. 

Generally this occurs when the youth ratings for the chairman and youth importance for the club are set really low so they aren't likely to allow a youth upgrade as they don't care about bringing youth through.

Appreciate this isn't particularly clear in the current system and that's something we can investigate for future versions, a way to inform the user managers this is the case. 

 

It's been 2 years and version 24 still has this problem!

This isn't a bug, if you don't have the option to upgrade your youth facitiles it will simply be because your board/chairman have no interest in doing so.
