market value problem

This is something of a subjective area. So what do you see the problem being in a €40m offer for this player? Can you tell me a bit more about this?

The player is one of the top 5 players with the highest potential talent. The difference between the offers from such teams and the offer when the player is in the premier league is huge. 160 current and 180 potential players cannot exceed 70 m euros even if they have scored 60 goals in the season

Clubs do try and sign players as favourably as they can and the AI doesn't know the exact details. For something like this we'd perhaps need to see a good number of examples but there is always going to be some subjectivity to the amount being bid for a player.
