We have been flagging this issue for years now and it has never been fixed in any edition of Football Manager. The AI does not take into consideration the value of the player you are offering. The issue has become worse in this year's edition, as the AI is demanding more money when I offer one of my players in a swap deal. I offered 53M for Ward-Prowse and it was immediately accepted with no negotiation from the AI. I then reloaded the game and offered 53M (THE SAME AMOUNT) plus Naby Keita and Southampton wanted 79M plus Keita. I managed to reduce it to 50M which means offering Naby Keita who has a ,value of 34M to 42M, only reduced the cash amount by 3M.
