I have attempted to sign quite a few people in the past and even though they have played quite a few games in their country and also played for their country they have still failed signing because they arent granted a work permit. Cavenagh Posted May 16, 2011 Share Posted May 16, 2011 They need to have played for their nation in 75% of the games played over the previous two years, with their nation being ranked in the top 70, to get an automatic work permit. If they fail on that criteria, then if they are an exceptional talent or have a high reputation they can get a work permit on appeal. They also have to be over 18 due to the FIFA rule that minors cannot move from their country of residence (with of course E.U. residency being an exception, plus others that do not appear to be implemented in FM).
