But a few months ago I noticed that the FM games were removed from Steam catalog. So I was thinking it was just some legal problem. FM has never been available on Steam from Germany. The game hasn't seen a German release since about FM 2007, I think. This is because the DFL, the governing body of the Bundesliga, is selling rights exclusively. And the current holder is Electronic Arts. Essentially you buy through their site, and how it works is that the guy essentially buys the game and you simply receive the CD key (or in this case the Steam key) but not the physical product. The game can be easily pre-ordered in its physical form just as well -- and there is access to the beta here as well. The "easiest" way for me would be simply ordering it from Amazon.co.uk. It's not the cheapest, for that I'd look through the thread I linked to. But there is no problem whatsoever at all. However, from experience, the game will always show up on Amazon.de around the game's release, as game shops from Germany pick it up as import and start selling. I'd be surprised if this won't be the case here also. And you won't ever find a boxed copy anywhere on the streets, except in dedicated game shops selling imported games. If you live in an area with a big city, maybe there is such a shop and you're lucky. But ordering the game from Germany yourself, there are many many and easy opportunities to do that.
