Is the ability to manage international teams on the game from the start?

While not a bad criticism as 79p was never exactly missed, I am only wondering if the ability to manage an international team is on FMT from the start as it was not last year, or whether it is still only an add on or unlockable?

I am only asking as football manager is a game that takes time to play and having it as an unlockable can make earning the ability to pick up and start a game managing my native England or possibly even an obscure country like Gibraltar or Hong Kong extremely time consuming and requiring a lot of patience.

Its an unlockable, but it is relatively easy to unlock.

I thought that you need to win manager of the year to unlock international management, at least is what I did in my game.
