How to get refund for in app purchase , that doesnt show up ?

Ive now paid twice for a "Bank balance boost" and neither time did it work ? Steam dont want to know as usual (useless company) after just paying £34.99 & £14.99 to play the game , getting ripped off for another £1.38 for nothing , is a little aggravating to say the least and now im very unlikely to try anymore of these in app purchases , ever get the feeling you've been had ? :-(

You need to save the game when you've applied the unlockables but it sounds like you've gone back to an earlier save. 

 

Once you have applied money to a save game and save it, it can't then be reused.

Impossible , only had one save file , tried twice , paid twice , never worked , the 2nd time it wiped my progress in the league , put it back to start of the season , but kept all the other changes that were made in that season ie players,tactics etc ?

Paid again via Goole on the Android , and worked fine , so Steam for Pc is either flawed or just a plain rip off and takes your money for fun :-(

That's impossible, it definitely would suggest that you had somehow gone back to an earlier save game. 

When you've bought the money on PC it's not applied to your save game until you do so from the Wallet then save the game as instructed. 

Once you've purchased it you then need to apply it to the save game and it sounds like you haven't done that.
