It does indeed happen in touch, one of the harsher outcomes but it can make your game a bit more interesting if you persevere. You tend to get far more money for your youngsters who are British, and a lot of sell on clauses, and if you're willing to spend large amounts of money you can still get work permits for the players you want. Much harder to build a strong team with little money as you cant gather all the worlds young talent on the cheap. I'm about 12 years on from brexit, try it, you might like it.
