Staff star ratings - do they matter?

My assistant manager has just taken up the head coaching job at Fulham.  My head of youth development has the stats to be a good assistant manager - JPA, JPP, Motivating, Tactics, Man Management - but if I hire him as the AM, he's got a lowly .5 star rating for the job.  Does this matter at all?

Yes it means they become better at the job. The star rating is a scoring of their attributes for the job (attributes involved plus their suitability for the job description)

For scouts you will see a notable difference as more stars = more scouting slots

When you see the star rating improve over time thats because the attributes are improving, including their CA.
