Best I can tell it's the computer filling holes in the squad/depth chart so that they have enough players to rotate in games. Link to post Share on other sites More sharing options...

I would suggest loading more players when starting the save from Spain for example to stop this from happening so much, as it makes more sense than offering contracts to poor players.
