Making newly created leagues use squad numbers - impossible?

Pretty much as it says. is it possible to make a newly created (or existing?) league use squad numbers/

On the cmpetitions screen there is a "Uses squad numbers" tickbox but it has "(used only for inactive leagues)" explanatory text in brackets. Ticking it doesn't enable squad numbers eg in Vanarama North/South.

Is there any way to make these leagues use squad numbers? Or is it hard coded?

If it's ticked but squad numbers still aren't used then it's set in nation rules to not use them. Nation rules can be changed so I don't think this should be an issue unless someone who's tried to edit that in these particular nation rules says otherwise.
