I have some question about affiliations, anybody help please

i want to make other nation's club - its affiliaion (academy) club system similar with mls team - its affiliation (academy) club system.

As you know, in game, one mls team cannot bid to other mls team's academy player.

how can I make that exactly same system in other nation's league? 

how can I implement that system?

I checked all affiliation options same with mls - academy team,

but yet, other team in same league can bid other team's academy player.

do i need to make or change another option to implement that system?

MLS is hard-coded that way (and a lot of other weird ways), can't be replicated, although if you check Uncle Sam's US database thread I think there are some extinct clubs you can use that still have that function like Chivas USA Academy
