Staff Contracts

Has anyone ever had an experience in FM where a Professional club has offered part time contracts to the staff you are trying to sign ie scouts and physios yet your existing chief scout has a full time contract.  I have reported this a bug in FM21 Beta, but wondered if it has happened to anyone before and if there was a in game reason for it ie your club does not have enough money for Full time contracts or something,  My personal feeling is that it is a bug but wondered if anyone may have a different insight
