Recruitment Analyst v Performance Analyst

Having a play around with FM21 before diving into a save, and I notice that when searching for staff to hire for Recruitment Analyst or Performance Analyst, the same names generally keep turning up, albeit with slightly different values/ratings for each role, so I'm not sure which role to hire the person in. Is it better/preferable to favour the Recruitment Analyst department over the Performance Analyst one or vice versa? (my test save is with Spurs and I'm finding it hard to find one top-level set of staff for RA and one for PA, comapred to how easy it is to find top-level Physios and top-level Sports Science for example). Thanks.
