The Chairman/board duty is to make funds available it is your job to spend and use them wisely. There are facilities for targeting players outside of your remit and normal transfer signings would be what you'd pursue under your own efforts. It is something we will keep in mind though and it may be something that is declined as a feature moving forward, or may upon further iteration and development become a part of the series moving forward.
