fixture rules index for international competitions

I know how to find and edit the fixture rules index for national competitions but when editing international competitions (like world cup) i cant seem to find this.

I am trying to remove the requirement in the Pacific Games that the players must all be local based.

Might be hardcode that one.

Alternatively, you could check if something is shown under teams. There are some settings there you can use to set age catergoy, so maybe also the base setting.

Doesn't that sometimes happen automatically if the competition is outside of FIFA dates?

That's my experience too albeit with FM18 and before.
