Can't Add Lower Divisions to the United States

Day one of the editor for FM22 and for some reason you can't add lower divisions to the USA when creating nation rules. After clicking "Add Nation Rules" and selecting USA as the nation, the option "Add Lower Divisions and Cups to Existing Structure" is greyed out. The only option available is "Create New Competitions and Rules". I don't want that option because for 1) I don't want to create MLS all over again, I just want to create lower divisions and 2) when creating an entirely new league structure, it'll erase all the stuff hard coded for MLS like drafts etc. Why is the option "Add Lower Divisions and Cups to Existing Structure" greyed out? It's not that way for any other nation.

I got around the problem. You take a simplified database on the FM21, just unlock the USL championships. Then you save and you open it to FM22.

Also, I have logged an issue for this in the bug tracker this morning. Already spotted it when converting all rules.

Turns out, that’s a bad idea.
It works in the editor but can’t start the game.

Dang...I was excited to get my hands dirty with a custom US pyramid while on a 4 day weekend.  Curse my luck!
