Can you expand upon this and how you envisage this could work? What things do you think should/could change it?

Sure. The United Stated is a good example of  a country for whom in the 1990's few cared about football but hosting the World Cup changed something here. The leagues grew and developed and expanded and as the national team broke boundaries more and more peole became interested in watching it any playing it.

These days football is played by over 13 million people in the U.S., making it the third-most played sport in the U.S., more widely played than ice hockey and american football which have become too dangerous for children to play.  All of these kids are soon going to favor it as adults and encourage their kids. The importance of the game in changing in a long arc. Which is culminating in the USA having their most talented group of players in the countries history.

Winning in the with the national teams improves reputation and hopefully the youth rating. The clubs improve youth recruitment and development. The clubs do better in continental competitions, attract more fans, build bigger stadiums. It's a long arc, of course.
