Board not to accept bids if a higher bid exists

Simple one really - but the board shouldn't accept a bid as "too good to turn down" when another club has already submitted a higher bid.

Hey @Shrewnaldo if you have an example of this happening in a save game can you post it in the bugs section as it would be one our QA team could look at. I think we'd be more inclined to consider this behaviour a bug rather than something which we'd expect you to request as a feature of the game.
