What constitutes a fun match rule?

You've given some incredible generic foreign player limitations as examples, surely that's not what you're going for? If it is however, then probably try Italy as their handling of non-EU players seems like pure guesswork.

i guess by fun i just mean something different. a league with some sort of restriction but not too loose like italy.

Serbia - you must have at least one under21 player in starting 11. Don't know if that counts, it's more of an annoying rule.
