My Staduim Rules won't save when creating a international competition.

I am not good at the advance editor so I might have done somethings wrong but I have no clue why this doesn't work. For stadium rules, it even say minimum capaticy 3000 in-game but right under it it says minimum of 10000. I don't know what I am doing wrong. Here is the file if anyone want to check it out.
