For In Game Editor, yes. Pre-game editor is free.

brought in-game editor, thought it's the editor which i wanted. I forget such feature  not sure what i can do with it now lol

See if you can request a refund for steam(as long as you haven't owned it for 14 days or played with it for 2 hours)

If you are on Steam, look it up onder Tools, install it and voila.
