Swear Words dbc file - What does it do?

I found this swear_words.dbc file while fixing names in data/database/db.

Any idea of what it does, and what happens if I were to delete it?...

It's a list of blocked offensive words that can't be used in the game. The purpose of this file is to promote a safe and respectful environment for all players of the game, particularly in online interactions with other users.

Actually I think that file is used to figure out if you swear in press conference comments

Yeah, I think this is actually right.  One of your attributes will change if you curse in press conference comments that you type up yourself.
