Player not developing - any advice welcome

I use FMRTE to check players' CA and PA and have a 24 year old newgen striker who has a PA of 192 and CA of 182. He has been at my Chelsea team with 4.5 and 5 star coaches for 6 years and in that time developed slowly but surely through under-21s games, loans and squad rotation.

For the past 2 seasons he has been my first team striker, starting an average of 40 games and being the sub in another 15, and played quite well without being Haaland-level amazing.

When I first bought him at 18 for 2 seasons I gave him an additional focus of quickness as he was a bit slow and I like to play with fast strikers, and that worked well. He currently trains as an advanced forward at double intensity and has generally responded well to this and my staff see no issues with his training schedule or commitment.

My issue is that despite playing the majority of the games and training well,  his CA has remained at 182 from August through to April of this last season and his stats have remained largely the same.

Any suggestions for how to kickstart his progression would be gratefully appreciated!

Double checking his personality (+media handling) can be a strong indicator of a players ability to develop, particularly via mental attributes in his mid 20's.

If he's a good personality and hasn't come along for you I'd analyze how you managed his playing time 18-21 at the team. Ideally you want them playing first team football (not u21's) once they hit 18. I tend to keep players around the squad who need improvements in personality via mentoring and general squad personality instead of loaning them out. 

Adding "match load, injury risk, fatigue" to your selection view can help you see if you're overplaying a player, which will severely hamper their development.

Play him constantly is the right role - that's not always the role your staff chooses so put them on default like MC, DM CB etc. ie I think you can also look at adding traits and the discipline & motivation of the coaches, one other thing you could try is training double - set the last two options to double. Also don't take full account of stars, look at his progress report and don't training individually on a skill of that skill is combine with any other he is already competent in. And don't expect him to import more than 4-5 in any skill. That's my take on it, some say age comes into it but I think myself that only effects stars when it come to real playing skill I've seem 2 star 30 year olds improve massively depending on how many games they play in a short time.
