Does De Bruyne get penalised for a foul if he did that in the midfield instead of when scoring a goal? His foot catches the keeper high on the follow through. 

Glad it was given but I think if it happened in the centre circle it's a free kick.

They could agree to see this out now and they both have +1 goal difference, therefore an advantage over the other two teams.

Means both go into the last game knowing they can go through with a draw, whereas another goal here for either team and whoever concedes it might need to win.

interesting one, went without any mention from the commentators but anywhere else on the pitch it's a bad tackle and a foul at least
