How to make a U23/U18 Pyramid?

Hello there, I am trying to make a database edit and change up the Dutch system. This includes a U23 and a U18 pyramid with 16 teams each, with a cup at the end of every regular season.

I want them to have promotion/relegation, 4 tiers total.

I currently have made the top tier, have added 16 teams to it... But when I go to nation rules and try to add a custom U23 it only shows the main leagues, but not the U23/U18 leagues. What am I doing wrong?

The system I am trying to create is:
Seniors: Tier 1 (20), Tier 2 (22), Tier 3 (22) - I have managed to make this
U23/Reserves: Tier 1-4 (16)
U18: Tier 1-4 (16)

Nation Rules, showing only the three divisions (the ones where the seniors play), but not the U23 one I made?

u will need to go in advanced rules and manually add stuff there. I am going to upload here an old database from fm20 that I did for Cyprus. I created an u19 system (3 levels with promotions and relegations between the leagues. check it and then u should be able to make yours to work.
