Seems to have something to do with the "Negative transfer business model" objectives. If I delete that one I get a "normal" transfer budget. Maybe the objective should be removed once a positive transfer budget has been acquired?
Any word on whether it's a bug or working as intended? Also I'm uploading a new save a few days before the allocation of the transfer budget which is -7 million in a club with secure finances.
Is this also the reason Twente tends to fall off massively in a few years? I have the same problem. Took over Twente mid fourth season and all the young TH players are in the main squad. They were dead last with 8 points in 14 games
If it helps: After selling a few players I have now had three messages in a month that the board has relinquished control from the transfer budget without having had a messaged that they took back control before.
So I took over FC Utrecht mid season and got them from relegation candidates to 7th, qualifying for the European Qualification Play-Offs. Then I got this message, which is weird, because I didn't qualify for either competition yet (I can't even qualify for the Europa League). Secondly the board gave me a required objective to win the qualification play-offs even though the Eredivisie-objective was to finish mid-table.
