A club cannot be promoted to J3 unless it holds a J3 club license. Currently, the countries stipulated in the work permit rules are the J League's own rules and are not national rules. The rule that these countries are not treated as foreigners should originally be set in Suqad registration. There have always been rules that do not treat certain countries as foreign nationals. Using the work permit rule will affect all tournaments in Japan. Although it doesn't officially exist, if I added a level 4 league in the editor, it would have a rule that doesn't treat certain countries as foreigners. This rule is unique to the J League. The disciplinary rules are the same for all tournaments, but I think this is a mistake. This is especially true regarding the handling of yellow cards. All-Japan Cup has different rules from J123 League, League Cup, and Super Cup. 1) J1,J2,J3 League 1 match ban after 4 yellow cards 2 match ban after 4 yellow cards If the player accumulates 4 yellow cards for the third time, he will be suspended for 2 games, same as the second time. 2) League Cup 1 match ban after 2 yellow cards 2 match ban after 2 yellow cards If the player accumulates 2 yellow cards for the third time, he will be suspended for 2 games, same as the second time. 3) Super Cup Super Cup yellow cards do not affect other competitions. I think the correct match rules for the Super Cup should be the same as the J League match rules. If a J2 club participates in the Super Cup, I think the J2 League rules will apply. I don't think there are any rules regarding amateur players.

There are no regulations regarding the participation of foreigners in the match rules. But in reality, it does exist. This is part of the document that stipulates the tournament regulations published by the JFA. 1)Teams outside of the J-League are only allowed to have up to three foreign players participate in a match. 2) J1 League clubs can have up to five foreigners participate in matches. 3) J2&J3 League clubs can have up to four foreigners participate in matches. 4) Members of J.League affiliated countries are not treated as foreigners.
