I might have figured out what causes the problem, at least for my and probably @MRC's case, I don't know whether this applies to the other cases in this thread. It appears to be a problem with reserve teams being deleted after changing the nation of a club.

So, it took some time but it works! I can't say with complete certainty what change to the clubs forbids removing existing reserve teams, but I think it is the change to one of the three nation entries to the club. (not sure which one exactly)

I don't think you have to redo everything, you can scroll through the database change list (quite fast thanks to arrow keys) and if "reserve teams - cleared list" or "reserve teams - deleted entry" (the "reserve teams to create" part shouldn't matter) appears, you remove that change. Still might take a while, but it should be faster than redoing everything from scratch. Otherwise you can also sort the changes by ID and just look through the clubs for this entry, the number shouldn't be that big. It will take a while until I can give confirmation, I really underestimated how many database changes (ca. 95k) I have to delete to able to use an older file as base, where some changes had already been made. So, It'll probably take until tomorrow for me to be able to confirm whether it works or not.

I have a theory, since in my file not all reserve deletions are problem. I think you have to delete these existing reserve teams before you make any change to the club or the leagues it's playing in, and it's only about the ones in the reserve teams part, not the reserve teams to create part. So what might work, if this theory is right, is deleting these reserve teams in a separate database and then combining this small file with all the other changes you've made (of course, any change that deletes these teams has to be removed from the file with the other changes). I'm testing this myself currently, but it might take some time since I can't do it that easily with my file, though the idea stays the same. I'll update my post when I found out whether it works or not.

I think it has nothing to do with the rules themselves but rather with reserve teams that already exist being deleted, so it's a database issue rather than a rule issue (even though the name suggest otherwise). I'm doing some tests with my file whether it is specifically the clear command or if it is a problem with deleting reserve teams in general. Had the same problem and after some tests I traced it back to the reserve teams in the database, for me it was caused by the deletion of them. Interestingly this was only a problem for reserve teams I removed after creating some Nation Rules, so maybe there is a workaround by doing this first. Hope this can help you with this problem in some way.

I did some tests with this and it seems like the verification is invalidated when you import it, even with files previously verified in the editor. So it seems Nation Rules can't be force verified this way anymore.

I had a look, the problem seems to be that the Dutch cup requires the group/league stage of the Champions League to start and the international playoff requires the cup to be finished. It's a simple fix, but sadly I hadn't noticed this before. I've added the additional file now for future saves.

I've tried to recreate everything as realistic as possible using the rules and dates provided by the CFA on their official website. This includes: Cyta Championship - 14 teams, split after 26 games into a group of 6 (10 games) and 8 (14 games), 3 teams relegated B' Katigoria - 16 teams, split after 15 games into two groups á 8 teams (14 games), 3 teams promoted and relegated G' Katigoria - 16 teams (3 missing teams added), split after 15 games into two groups á 8 teams (14 games), 3 teams promoted and relegated Coca-Cola Cup - 30 teams. all Cyta Championship and B' Katigoria teams participate, previous finalists skip the first round Super Cup - 2 teams, Cyta Championship and Coca-Cola Cup Champions K19 A' Katigoria - 14 teams, 26 games, 3 teams relegated K19 B' Katigoria - 14 teams, 26 games, 3 teams promoted and relegated K19 C' Katigoria - 18 teams (3 missing teams added), split after 17 games into two groups á 9 teams (8 games), 3 teams promoted and relegated Kupello K19 - 44 teams, all K19 A' B' C' Kategoria teams participate I recommend to activate the "Add Players to Playable Teams" option since 3 clubs without any players were added to the third division and need to be filled up with players. Since it only replaces Kazakhstan's place in the Champions League there shouldn't be a problem, the number of qualified teams stays the same and the rules in the Champions League file are just those used in 22/23 and 23/24.

Being annoyed by the changes UEFA decided to make with the new UEFA competitions format, I created this file which simply removes the new 2024 format and keeps the current one, including the nation coefficients. Nothing else about these competitions has been changed. Sure, I don't have the exact case as I've played further without saving the file when it happened, but I was able to replicate the problem with Brenden Aaronson. I uploaded 3 files to my OwnCloud: Bug_without_agent.fm, where I immediately made an offer to the club and where the wage demands are lowered Bug_with_agent.fm, where I first asked the agent and then made the exact same offer, without the wage demands being lowered (I accepted the same promises during negotiations immediately in both cases) Bug_before_offer.fm, the save file before any offer was made I hope this could help.
