Unable to use 4th and 5th subs in League 1 (Eng)?

I just realized my opponent had made their fourth sub in the match, which means the 2020-21 Covid rules allowing 5 subs are in place for League 1. However, I can't make any subs past my third. Am I missing something obvious or is this a known issue?

You can only make substitutes 3 TIMES per match (with a total of 5 actual subs). So if you have done 3 individual subs, then you can't make more.

Ah, so that's it. Cheers, I figured it was something I was missing or there would have been complaints all over the forum.

And there it is right in the competition rules; if it had been anywhere but England I would have looked at the rules but I (wrongly) assumed I knew England well enough, despite not following League 1 or living in England:
